Discussion Q&A
Q: What’s the purpose? What would the committee do that the group is not already doing? Is it to get input from both district 4 and 40? What is the benefit of a committee?
A: We currently have a committee and per tradition 9 we form committees to serve people. We have this joint committee with D40 and it was formed in 2016 before that it was part of Intergroup. It was restructured in 2016 because PI is a general service function. Right now it serves both districts.
Q: Are the committee meetings in addition to what the group meetings are?
A: This joint committee meets the first Sunday of every month. Anyone can be a committee member. Preferably from district 4 or 40. They don’t have to come to this district meeting.
Q: Do they have to be a part of PI/CPC officially or can they just be a rep of district 4 or 40?
A: The idea of PI/CPC reps is that they go to that meeting in the same fashion like an Intergroup rep.
Q: If our responsibilities are not being fully taken advantage of or if their getting pawned off because we’re sharing with district 40?
A: Whether or not it’s being pawned off is more of an opinion and we can’t say factually whether that is happening. It’s a small joint committee and there are only so many events and outreach in our district. Is our district being served by the current joint committee structure is the question.
Q: This is based on the clarification of how many reps there are for PI/CPC. What is a rep? What does it mean to be a rep? If I go to meetings in both district 4 and 40 which district am I a representative of? How do we tell who the representatives are on that committee? Are they supposed to be representing both district equally?
A: There are no guidelines or charter that the committee needs to be composed a certain way.
Q: The 2nd Sunday of the month do all of these general service functions meet or do they each have their own meetings?
A: The first Sunday is PI/CPC. Anyone in district 4 or 40 who is interested in that can attend and serve on that committee. Bridging the Gap is the 4th Monday. Each of these have their own meeting.
Q: Is anyone in this meeting a member of the committee? Is anyone a member of Bridging the Gap? A person in my group is on PI/CPC and they’ve mentioned they have had frustrations with the committee. I am going to go back to her and ask about that.
A: We have 1 member who is on the Bridging the Gap committee.
Personal Opinions
Opinion: They seem to be doing a good job on the professional side, from white shoe to white shoe. It’s the public information side they aren’t doing. That would serve district 4 best because we don’t have a county jail or probation office. Houses of worship are how we reach underserved communities. As far as I know district 4 or 40 PI don’t have any outreach in places like that.
Opinion: I’m a member of the PI/CPC committee. We meet every month and currently its members are from district 4 and district 40. Theoretically each district would have their own PI/CPC committees.The two have been grouped. Should they or not? There are pros and cons. If they were separated then district 4 could work more specifically on what we’re doing in the committee and district 40 could do the same. On the other side though we have a hard enough time getting people to show up and do work. With the combination of the two groups we have more people available to do work. It’s true though that sometimes we’re working on stuff mainly for district 40 and sometimes on stuff mainly for 4. We both participate in helping each other and we do outreach. We do outreach to some of the places mentioned earlier like houses of worship but we don’t necessarily get any traction because we don’t have enough members to get stuff done. I don’t know what the right answer is here but we solve things like this by having group consciences and discussion.
Opinion: If we do separate and therefore are really specific about the areas that we’re serving and it’s really clear in each group that we have this many reps and we probably need this many…is there more accountability in that gap of service so that we’re spreading the word more consistently. If there are absences we need to keep promoting and promoting until the spot is filled and people step up and agree to serve. It’s making available more service opportunities.There needs to be more recruitment and outreach that these groups exist. When they’re blended it’s harder to have that accountability because the numbers are not representative of 2 separate groups

Questions About the Wording and Intent of the Motion:
Q: Is District 40 aware of this motion and plan?
A: Yes, the DCMC reached out to the PI/CPC chair in January and has also spoken to the DCMC of District 40.
Q: Why is this 1 motion and not two separate ones since there are two separate sub committees?
A: Both of these committee’s services are very dependent on each other and so it seemed to make sense to combine them. Additionally, these 2 committee have been functioning as joint committees between Districts 4 and 40 and so it makes sense organizationally to have the motion cover both at the same time.

Group Consciences
Our group did have a discussion about whether district 04 should separate from the combined PI/CPC and BTG committees. Someone said that they went to the last meeting and there were only 4 people there. Several other people shared that we can barely manage to run these committees as a joint effort so why should we separate and have these committees not staffed. Unfortunately our group did not think it was a good idea.
I didn’t have a formal group conscience but I asked my group in my monthly email report to give me their opinions. I got 3 responses and they were all neutral and didn’t have a stance on the issue. One member said they didn’t care unless it was an issue of money then we should separate.
Personal Opinions
I looked at what rehab facilities were in district 04 vs 40 and if any were being served. and I found that none were.
Based on the PI/CPC event tracker there have been 20 events held in district 04 and 26 in district 40. For this year alone it’s 8 events in district 40 and 6 in 04. That’s roughly a 60/40 split. I was researching in our area motions book the history behind the split in our district that created 4 & 40. In reading through the history I read that whenever this occurs a ad-hoc committee is formed to research the needs of the district. I think we could use that here. It would be good for an ad-hoc committee to do some full fledged research on this and get a handle on the number of hospitals, doctors offices, lawyers offices, police stations and opportunities available etc. There are a lot of opinions on this going around but we need some more information. I think we should be working with district 40 on this. I also think we should consider these committees separately. BTG is a very geographic dependant thing because of where the hospitals/institutions are. With PI/CPC there might be some more leeway there. There could be a Santa Clara county event that we want both to have a presence at.
Questions
Q: What is the need you saw in making this motion?
A: In sharing these committees with district 40 we haven’t been accountable to our own district. There are many facilities such as Palo Alto Med, Sutter and El Camino Hospital that we’re just not reaching. All of the funding goes to the other institutions outside our district. We’ve just kind of gotten lost.
Q. Do we know what percentage of visits are in district 4 vs 40?
A. In terms of BTG 0 bridges have been made in district 4. For PI/CPC data compiled from 2016-2023 it’s a roughly 70/30% split with district 40 serving the majority of the events. This is broader than just about funding. It’s about reaching out to the community. Yes, there are more institutions in district 40 but there are still places in district 4 that are being missed and not being served. Something that came up in our inventory was why don’t the rooms always reflect the makeup of Santa Clara county? Part of that goes back to the work of PI/CPC and what they’re able to do.
Q: Have the concerns of our district been communicated to these respective committees?
A: Yes, and at the January meeting the chair conveyed that they would not be giving written reports.
This discussion will continue in December. No business will be done in November due to district elections.
